Whenever any officer or employee of the Government of the Commonwealth of Puerto Rico passes from one agency to another comprised within the exempt, competitive or noncompetitive service, the agency where he works shall certify and the agency acquiring his services shall accept and credit to said officer or employee the number of days accruing to him on account of vacation and sick leave, in accordance with the leave system in effect in each such service.
