Without impairing the attributes of the appointing authorities with regard to the appointment of the personnel mentioned in § 699 of this title, the said personnel shall be governed as to certification, compensation, leave, retirement, and separation, by the same laws which govern the teaching personnel of the Department of Education of Puerto Rico.
