For the purposes of §§ 704—704e of this title, the following terms shall have the meaning hereinbelow stated, unless otherwise indicated from its context.Agency.— Means a department, division, bureau or office of the Commonwealth Government whose posts or positions fall under the same nominating authority. Both the Judicial and Legislative Branches are excluded from the scope of this concept.Personnel.— Means any person holding an office or position in an agency on a partial or full-time status.The terms when used in singular shall include the plural.
