Any person who, according to § 711h of this title, certifies a salary payroll for irregular services to the Government of Puerto Rico, knowing that the same contains a false declaration, datum, or fact, shall be guilty of a misdemeanor punishable by imprisonment for a minimum term of two (2) years and a maximum term of five (5) years.
