(a) Should the decision of the appointing authority, in the case of any person whose position was covered by the Personnel Act, be adverse to the petition of the candidate for reinstatement, the latter may appeal to the Director of Personnel of the Commonwealth of Puerto Rico within the term of ten (10) days on and after the date notice was served upon him of the decision of the appointing authority, and according to the procedure said Director may be regulation establish.
