This chapter shall be construed in the manner broadest and most beneficial to the member of the Uniformed Services, State Guard, the civilian employees of the U. S. Army Corps of Engineers or the National Disaster Medical System. It is further understood that any right granted by this chapter shall be granted in addition to any other. In the event of conflict between the provisions of this chapter and any other act, those that are most favorable for the employee shall prevail.
