It shall be understood that the deduction of insurance premiums from the salaries of the officers and employees of the Commonwealth Government covered by this plan shall be done on the basis of voluntary authority given in writing by the officers and employees interested; and it shall not imply any liability on the part of the Secretary of the Treasury outside of the ministerial duty to make the deductions from the monthly salaries of such officers and employees and to deliver the said deductions to the Treasurer of the United States in the manner authorized.
