Payment of the increases authorized by §§ 741-745 of this title shall, insofar as concerns officers and employees paid from special funds, be made chargeable to such funds. Should the sums available in any of these funds not be sufficient for making the payments provided for in sections 741-745 of this title, such payments shall, upon the previous authorization of the Governor or of the officer or employee to whom he may delegate, be made, to such extent as may be necessary, chargeable to the appropriation herein made.
