The Director of the Office of Personnel shall prescribe such rules and regulations as he may deem necessary for the best application of §§ 741-745 of this title with regard to the officers and employees included within the competitive and noncompetitive services; Provided, That the rules and regulations applicable to the exempt service shall be prescribed in consultation with the Director of the Budget; Provided, further, That the Director of the Budget shall determine the manner in which the transfers of funds necessary by virtue of §§ 741-745 of this title shall be made.
