The Director of Central Personnel Administration Office is hereby authorized to use the facilities of the Retirement Division in every possible and practicable way, and to prepare and promulgate the regulations he may deem necessary for the administration of §§ 820-822 of this title and to make or cause to be made the payments referred to in § 820 of this title.
