To carry out the purposes of §§ 820-822 of this title up to June 30, 1957, the Secretary of the Treasury shall place at the disposal of the Director of Central Personnel Administration Office, as an initial appropriation, the sum of twenty-four thousand five hundred and eighty (24,580) dollars.
