(a) Civilian employees of the National Guard of Puerto Rico whose salaries are paid from funds of the Government of the United States may, on and after the effective date of this act, participate in the Employees Retirement System of the Government of Puerto Rico and its instrumentalities, created by §§ 761 et seq. of this title.
