The Commission shall meet at least once every two (2) months when convoked by the Chairman or when it is agreed upon by an absolute majority of the members in writing and signed by them.The Commission may contract and appoint the personnel it deems necessary and assign the duties, functions and remuneration it deems appropriate to be charged to the account created in § 830g of this title. The Commission shall be construed as an individual administrator as such term is defined in former § 1301 et seq. of this title, known as the Puerto Rico Public Service Personnel Act.
