(a) The departments, dependencies, authorities, and other corporate instrumentalities of the Commonwealth of Puerto Rico, including the municipalities and the Government of the Island of Culebra, are hereby authorized to provide, gratuitously or for pay, office space and furniture, cleaning, water, light and telephone services, as well as the necessary equipment, to cooperatives organized pursuant to law by the employees thereof. To this end, all services rendered by cooperatives so organized by the employees shall, for the purposes of this section, be deemed to be for public purposes.(b) The Secretary of the Treasury shall issue the necessary regulation for the effectuation of the purposes hereof.
