The revised regulations shall apply to every agency, dependency, body, office, department, instrumentality, municipality or any other political subdivision of the Government of Puerto Rico, including the Puerto Rico Telephone Company, the Electric Power Authority, the Aqueducts and Sewers Authority and every other public corporation, including the Office of the Comptroller, regardless of whether they are subject to, or excluded from the provisions of §§ 931 et seq. of this title, known as the 'General Services Administration Act'.
