The agencies, municipalities or other dependencies of the Government of Puerto Rico excluded from the provisions of §§ 931 et seq. of this title and/or which have their own procurement regulations, shall adopt within the latter, as a basic guide, the standards for energy efficiency and for the use of renewable resources stipulated in the regulations to be revised as provided by §§ 914-1 and 914-2 of this title, without this preventing said standards for energy efficiency and for the use of renewable resources from being further enhanced or extended in said regulations.
