It is hereby ordered that the entities bound by §§ 926a—926c of this title shall institute a swift administrative procedure, by means of which prompt and effective relief is granted to all bidders who impugn the legality of the auctions or any other goods or non-professional services awards procedures when same are in contravention with the provisions of §§ 926a—926c of this title herein and the demands of Act No. 42. Such impingement shall be governed pursuant to the rights to reconsideration and judicial review set forth in §§ 2101 et seq. of this title, known as the 'Uniform Administrative Procedures Act', which shall protect all bidders who are affected by an adverse adjudication. The impingement shall affect the suspension of the validity and demandability of the obligations acquired in the auctions or in other adjudication procedures until such a time as the impingement filed before said government dependencies is decided in a final manner.
