In those cases that services are contracted, the contract shall contain a provision that articles extracted, produced, assembled, packaged or distributed in Puerto Rico by enterprises with operations in Puerto Rico, or distributed by agents established in Puerto Rico, when the service is rendered, be used provided that they are available.
