The personnel of the Administration shall be governed by Act No. 345 of May 12, 1947, known as the 'Personnel Act'.The Administrator is hereby empowered to obtain such services by contract with technical, professional or highly specialized personnel, or of any other kind, as may be necessary, for the programs of the Administration.
