All general reports, whether annual or otherwise of the Governor or heads of departments of government, or of any bureau or division thereof, which are published in English, shall also be published in Spanish. Copies thereof shall be distributed when not otherwise provided by law, to the several departments of the government, to each member of the Legislative Assembly, and two (2) copies to each [mayor].
