That in all cases where no other fees are fixed by law, the following shall be charged:(1) For every certified copy of an official document or record issued by any department, bureau or branch of the Commonwealth Government, or by any court or municipal judge, twenty-five cents (25¢) per page; and fifty cents (50¢) for the certificate of the officer issuing the same. Provided, That in no case shall an amount less than one dollar ($1) be charged for any copy, in addition to the fee for the certificate. In cases in which the Department of Transportation and Public Works issues documents certifying the number of automobile accidents a person has had while driving a motor vehicle, the total fee to be collected shall be fifty cents (50¢). Provided, also, That each certificate issued by the Department of the Treasury in connection with a declaration of property, or payment of taxes, shall refer to the property embodied or described in one (1) single tax receipt or shall certify to the total value of the property of one (1) taxpayer in a single municipality. No certificate shall include more than one (1) municipality nor more than one (1) owner.
