The Secretary of Education is hereby exempted from the obligation of collecting the fees fixed in § 952 of this title for certified copies of official documents or records issued with his authorization for students of the public schools of Puerto Rico.No public official shall collect any fee whatsoever for rendering any of the services mentioned in § 952 of this title when it is required by a court or an official of the Commonwealth Government for official use.
