All statistical programs or activities of the Commonwealth of Puerto Rico government organisms which are totally financed by federal funds and therefore subject to compliance with statistical guidelines and norms set forth by federal provisions or regulations shall be bound to submit a report indicating the diverse proposals, items and proposed uses of such federal funds to the Office on or before February 1st of each year.
