The Special Fund for the Institute of Statistics of Puerto Rico is hereby created, under the custody of the Secretary of the Treasury of the Commonwealth of Puerto Rico, who shall be its administrator, pursuant to the norms set forth for the administration of similar funds, and shall be used for the financing of projects for the improvement of statistical methodologies, processes or products of the government organisms. The monies collected for administrative fines for violations against any provision [of this chapter] shall be deposited in this Fund.The amount of two million dollars ($2,000,000) is hereby appropriated as the initial budget for the Special Fund for the Institute of Statistics, to be charged against the State Treasury or other revenues. The Fund shall be distributed pursuant to the programming of projects contained in the Annual Plan, as approved by the Board of Directors.
