The heads of departments and agencies and the instrumentalities and public corporations are hereby empowered to regulate in their offices the necessary proceedings for the administration and internal accounting of the gifts, as well as for the preparation of the reports required by the donors, all in accordance with the legislation and regulations governing gifts.
