Upon the previous special authorization of the Governor, on the rational request of the head of department or agency concerned, the personnel laws and other laws and regulations shall not apply with regard to the effective use of these gifts, considering the purposes of same according to the legislation, regulations or contracts authorizing or governing them.\nHistory —June 19, 1958, No. 57, p. 129, § 7.
