The Department of State is hereby empowered to pay, through the lawful procedure and pursuant to regulations established by the said Department, all the travel and stay expenses of the persons making these visits as well as of those going from Puerto Rico to other countries on missions for the Department of State or to take part in events aiding in the carrying out of the purposes of §§ 61—64 of this title.
