The Secretary of State is hereby authorized to use the funds available for the Technical Cooperation Program in the operating budget of his department for defraying the expenses of representation and public relations incurred in the performance of the function entrusted to him by §§ 65—65f of this title, for the granting of scholarship and aid of foreign students, and for other expenses incurred in the exchanging of technicians and officers.
