The Governor of Puerto Rico, or the officer whom he may delegate, is hereby authorized, in behalf of the Commonwealth of Puerto Rico, to enter into agreements with the Government of the United States of North America, or with any political subdivision, agency, or instrumentality of said government, for the purpose of providing services in connection with any technical aid program sponsored by the Government of the United States for the benefit of foreign countries.
