There is hereby established in the Department of State of the Commonwealth of Puerto Rico a personnel unit to which shall be attached the officers and employees of the departments, agencies, instrumentalities and public corporations of the Commonwealth who pass to render services under the provisions of §§ 66—66j of this title.
