The officers and employees referred to in § 66a of this title, even though they may be rendering services outside the territorial limits of the Commonwealth, shall be officers and employees of the Department of State of Puerto Rico, comprised within the Exempt Service, and shall enjoy all the rights and benefits deriving from such status under the laws of the Commonwealth of Puerto Rico.
