The Commonwealth of Puerto Rico is hereby authorized to pay the amount of the accumulated vacations at the termination of the services of each officer or employee, in accordance with the terms of the applicable federal laws and regulations, as provided in § 66c of this title. This payment shall be considered as part of the corresponding compensation for prior services and shall not preclude the employment or reinstatement of the officer or employee upon ceasing in his functions.
