The provisions of §§ 66—66j of this title shall not apply to services rendered or that may be rendered under the provisions of any other act of the Legislature, nor shall they affect or impair any power granted by any other acts to any of the departments, agencies, instrumentalities or public corporations of the Commonwealth to render services in connection with any federal program, or to enter into agreements with political subdivisions, agencies or instrumentalities of other governments.
