The Court of Appeals, by petition of one of the parties, shall have jurisdiction to intervene, at its discretion, in the appeals for the review of orders and final resolutions of the Commission according to the terms provided in §§ 2101 et seq. of this title, known as the 'Uniform Administrative Procedure Act'. The appeals for review shall be of the competence of the Panels of the San Juan Judicial Region.The Court of Appeals shall be bound to issue an order in those cases in which the Commission, after imposing a fine, requests through an ex-parte motion, an order to freeze a sum of money equal to the amount of the fine imposed, from the funds of the union organization.
