The Commission shall begin its operations as of July 1, 1998, so that it shall be prepared to administer the provisions of this chapter on January 1, 1999. During the period from July 1, 1998 to December 31, 1998, the Commission shall approve the regulations deemed necessary to administer this chapter; it shall have established its office in the city of San Juan; it shall have drafted the procedures to be observed before it; it shall have designed the forms and documents needed to carry out its functions, and shall have recruited and selected the minimum personnel needed to begin normal operations on January 1, 1999.
