The Public Service Human Resources System shall be governed pursuant to the following provisions:(a) Office.— The Office shall be known as the Training and Labor Affairs Advisory and Human Resources Administration Office (OCALARH, Spanish acronym).(b) Appointment of the Director.— The Office shall be headed by a Director, who shall be appointed by the Governor with the advice and consent of the Senate of Puerto Rico. The Director shall be a person with extensive knowledge and experience in the fields of human resources administration and labor relations.
