The Chairperson shall select and appoint examining officers, who shall occupy their positions as long as they enjoy the trust of the Chairperson. They shall not have to be necessarily attorneys at law, unless provided otherwise in the regulations to be promulgated by the Commission. When designated as such, examining officers shall issue orders, preside hearings, receive the corresponding evidence in each case, and submit to the Commission a report with the pertinent findings of fact, conclusions of law, and recommendations.
