In addition to the powers inherent to the position, the Director shall have, without it being construed as a limitation, the functions, faculties and duties stated hereinbelow:(a) To establish, organize, develop and supervise the Program;(b) to adopt, approve and amend the regulations needed for the operation of the Program;(c) to receive, evaluate, approve or deny subsidy petitions filed by public agencies or private persons or entities, upon consultation with the Advisory Board created hereinbelow, when dealing with the approval or denial of a petition; Provided, That the procedure to be followed shall be established through regulations, and(d) to request and accept donations in money, assets, properties, equipment, materials and services from any natural or juridical person, the federal government, the Commonwealth Government, local and municipal governments, and from any agency, dependency or instrumentality of these governments; Provided, That the donations shall be used exclusively to comply with and carry out the objectives of the Program.
