(a) Participants shall be students at the technical, vocational, undergraduate, graduate, or post-graduate level who have completed at least one academic semester towards their corresponding degree. They must be registered in institutions that have been duly accredited by the Council of Higher Education, unless additional requirements are established by law or by Executive Order.
