(a) The funds needed for the operation of the Administration shall be appropriated in the annual budget as provided in Act No. 213 of May 12, 1942, as amended.\n(b) The funds needed in the performance of the functions of the Resident Commissioner of Puerto Rico in Washington, in or outside of Puerto Rico, shall be appropriated in the annual budget under Act No. 213, supra.
