When the party is a public corporation or municipal government or their entities or corporations that have been adversely affected by a final order or resolution of the Commission and that has exhausted all remedies provided by the Commission, it may present a petition for review before the Court of Appeals within a term of thirty (30) days, beginning on the date on which the copy of the notice of the final order or resolution of the agency is filed in the records of the case or as of the applicable date of those provided in § 1753a of this title, when the term for soliciting the judicial review has been interrupted through the timely presentation of a motion for reconsideration. If the date of filing in the records of the case of the notice of the resolution or order is different from the date on which the notice was mailed the term shall be calculated as of the date of the mailing. The party shall notify the presentation of the petition for review to the Commission and to all parties within the term to solicit said review which shall be of strict compliance.
