The Special Investigations Bureau of the Department of Justice of the Commonwealth of Puerto Rico is created under the direct and nondelegable supervision of the Secretary of Justice. The Bureau shall be attached to the Department of Justice and shall constitute an individual administrator as defined in Act No. 5 of October 14, 1975, known as the 'Puerto Rico Public Service Personnel Act'. The Bureau shall have the duty to develop specialized techniques in the field of criminal investigation to fulfill the functions assigned herein to it.
