The Secretary is empowered to determine by regulations the organization and structure of the Bureau and its divisions. Likewise, he may reorganize, consolidate and modify the titles in the programs and activities. He may transfer functions, programs and activities from the Bureau to the Department of Justice in the organization and reorganization, but these may not be transferred from the Department of Justice to the Bureau.
