The Bureau shall not be subject to the provisions of Act No. 96 of June 29, 1954, as amended, known as the 'Procurement and Service Act' and to paragraphs (C), (D) and (E) of subsection (1) of § 32A of Act No. 213 of May 12, 1942, as amended, known as the 'Puerto Rico Planning and Budget Act'.
