In any investigation initiated, or to be initiated by another agency, that falls within the framework of the powers and functions of §§ 138—138r of this title, the Bureau shall have concurrent jurisdiction, except as provided in § 138c(15) of this title. The Bureau shall cooperate with all the agencies in charge of the administration of criminal justice in the United States and Puerto Rico. The functions assigned to the Bureau by §§ 138—138r of this title do not limit the functions of the Police of Puerto Rico, nor those of any other body whose function is to enforce the laws.The Bureau shall have exclusive investigative jurisdiction under the powers granted to it through §§ 138—138r of this title, in those cases in which the Governor so determines.
