The Board, by means of the adoption of bylaws and guidelines prepared by the Office of the Women’s Advocate, as set forth in § 651 of Title 8, shall establish the minimum requirements necessary for the operation of such Programs and [shall] amend such guidelines and regulations when the Board so determines.
