The Secretary shall record the date and hour that all copies of regulations are filed with his/her office, and shall keep a permanent file of said regulations in his/her office for public inspection. Likewise, the Secretary shall establish and keep, permanently, in the webpage of the Department of State over the Internet, a copy of all regulations filed therewith for public access and inspection.
