The agencies may carry out inspections to ensure compliance with the laws and regulations they administer and the resolutions, orders and authorizations they issue without a prior order for inspection and search, in the following cases:\n(a) In case of emergencies or which affect the public health or safety;\n(b) under the power of licensing, concession of franchises, permits or other similar matters;\n(c) in cases in which the information is visually obtainable or merely by observation in public places.\nHistory —Aug. 12, 1988, No. 170, § 6.1, eff. 6 months after Aug. 12, 1988.
