The Secretary or payer, as the case may be, shall pay the purveyors within a term that shall not exceed twenty (20) working days, counting from the date the documents submitted by the agencies are received, as provided in § 2302 of this title.\nIn cases of discounts for down payment, disbursements shall be made preferentially over any other payments to purveyors. However, the Secretary or payer shall not be exempted from the responsibility to make the other payments within the term established in this section.\nNone of what has been provided herein shall have the effect of preventing the agencies from extending the term established to make the payment upon agreement with their purveyors.\nHistory —Dec. 8, 1989, No. 25, § 4.
