Without it being construed as an impairment of the autonomy conferred by the Constitution of Puerto Rico, the Legislative and Judiciary Branches shall adopt controlled substances detection programs within one (1) year from the effectiveness of this chapter, with the purpose of providing treatment and rehabilitation to all its officials and employees, regardless of whether they have been elected or designated.\nHistory —Aug. 14, 1997, No. 78, § 23.
